(hereinafter referred to as "the Licensee") is hereby licensed,subject to the conditions herein contained -
(甲） 管有、設置及維持一個用作無線電通訊的業餘發訊及收訊電台（以下稱為“該電台”）；
(乙） 作為持牌人進行自我訓練的一部份，透過發送及接收下列訊息及訊號，使用該電台與其他業餘電台進行通訊－
(i) 與持牌人或其通訊人直接有關的私人訊息；
(ii) 構成發送上述訊息的一部份或與之有關的訊號（並非密碼或暗碼）。
(a) to possess, establish and maintain an amateur transmitting andreceiving station for radiocommunications (hereinafter referred to as "theStation");
(b) to use the Station, as a part of the self-training of the Licensee, tocommunicate with other amateur stations by transmitting and receiving -
(i) messages about matters of a personal nature in which the Licensee, orthe person with whom he is in communication, has been directly concerned;
(ii) signals (not being in secret code or cypher) which form part of, orrelate to, the transmission of such messages.

GENERAL CONDITIONS

1. 該電台只可使用電訊管理局局長（以下稱為“局長”）在附表１所認許的發射類別、功率及頻帶。
The Licensee shall use only classes of emission, powers and frequencybands as authorized by the Telecommunications Authority (hereinafter referredto as "the
Authority") in Schedule 1.
2. (甲） 持牌人可根據局長在附表２所指明，將該電台－
（i） 長久或臨時設置於一個固定地點；
（ii） 設於香港境內的車輛上；
（iii） 設於在香港註冊或領牌的船隻或水上航行器上；或
（iv） 以手提方式設於香港境內。
(乙） 持牌人不得將該電台設於飛機或其他航空器上。
(丙） 持牌人在未徵得局長同意前，不得更改附表２所指明的電台地點。
(丁） 附表１及附表１備註內所列的細節如有任何更改，持牌人須在該細節更改後72小時內，用局長指定的表格，以書面通知局長。
(戊） 持牌人須在符合局長在附表１及附表１備註內所訂的限制下，設立該電台。
(a) The Licensee may establish the Station, as specified by the Authorityin Schedule 2 -
(i) at a fixed location on a permanent or temporary basis;
(ii) on a vehicle within the territory of Hong Kong;
(iii) on a vessel or watercraft registered or licensed in Hong Kong; or
(iv) as a portable station within the territory of Hong Kong.
(b) The Licensee shall not establish the Station aboard an aircraft orother airborne vehicle.
(c) The Licensee shall not change the location of the Station as specifiedin Schedule 2 without the prior consent of the Authority.
(d) The Licensee shall notify the Authority in writing, in such form asthe Authority may specify, of any change in the particulars set forth inSchedule 1 and
Notes to the Schedule 1 within 72 hours of such change.
(e) The Licensee shall establish the Station subject to restrictions asstipulated by the Authority in Schedule 1 and Notes to the Schedule 1.
3. (甲) 在香港以外的國家或領域的管轄範圍內，不得進行移動式的操作，但如獲得該國家或領域的主管當局的許可，則屬例外。
(乙） 當船隻或水上航行器在國際水域時，持牌人只可使用根據“電信公約” (Telecommunication Convention) 經分配給該船隻或航行器所處區域內的業餘業務的頻帶。
(a) Mobile operation shall not be conducted within the jurisdiction of astate or territory outside Hong Kong exceptwith the permission of the administration of
such state or territory.
(b) When a vessel or watercraft is in international waters, the Licenseeshall use only those frequency bands which, in accordance with the “Telecommunication
Convention” (電信公約), have been allocated to the amateur service in theregion being visited.
4. 持牌人須確保只有經他認許的人，才可操作該電台。持牌人須確保在任何時間內，操作該電台的人員均遵守本牌照的條款、規定及限制。
The Licensee shall ensure that only persons authorized by him operate theStation. The Licensee shall ensure that persons operating the Station shallobserve the
terms, provisions and limitations of this licence at all times.

5. 本牌照並不授權任何人使用該電台－
(甲）作商業、廣告或宣傳用途；或
(乙）發送（持牌人或與持牌人通訊的人以外的）其他任何人或組織的消息或訊息，或代表這些人或組織發送消息或訊息、或為了這些人或組織的利益或資訊而發送消息或
訊息，但如事前取得局長書面同意者，則屬例外。
This licence does not authorize the use of the Station -
(a) for business, advertisement or propaganda purposes; or
(b) for the transmission of news or messages of, or on behalf of, or forthe benefit or information of, any organization or any person other than theLicensee and
the person with whom he is in communication unless the prior consent ofthe Authority in writing has been obtained.
6. 雖有一般條件第５（乙）條的規定，並在符合１９７９年世界無線電行政大會第６４０號決議的限制下，持牌人可使用該電台，在附表１所訂明的頻帶內，作國際性救災
通訊。
Notwithstanding General Condition 5(b), and subject to the limitations inResolution 640 of the World Administrative Radio Conference 1979, the Licenseemay
use the Station for international disaster communications within thefrequency bands stipulated in Schedule 1.
7. (甲） 除非事先獲得局長書面同意，持牌人不得傳送（除最初呼叫外）其他持牌業餘無線電操作者可以普遍接收的訊息，訊息只可傳送給－
(i) 個別持牌業餘無線電操作者；或
(ii） 持牌業餘無線電操作者的團體，但必須與任何其中一個團體內最少一名持牌業餘無線電操作者先行建立通訊。
(乙) 與香港以外的電台通訊時，持牌人須將訊息用明語電文傳送，並限於有關測試的技術性訊息及個人情況的述說。
(丙) 持牌人不得發送音樂、公共廣播或演辭。
(a) Except with the prior consent in writing of the Authority, theLicensee shall not send messages (other than initial calls) for generalreception by licensed
amateurs, but shall send messages to -
(i) individual licensed amateurs; or
(ii) groups of licensed amateurs as long as communication is firstestablished separately with at least one licensed amateur in any such group.
(b) In the case of communication with stations outside Hong Kong, the Licensee shall send the messages in plain language andshall be limited to messages of a
technical nature relating to tests, and to remarks of a personalcharacter.
(c) The Licensee shall not transmit such material as music, publicbroadcasts or speeches.
8. 該電台不得發送令人厭惡的､淫褻的或不雅的訊息。
No message which is offensive, obscene or indecent shall be transmittedfrom the Station.
9. 如果接收到未經本牌照授權接收的訊息，持牌人或任何使用該電台的人除對局長所正式授權的人員或具有適當管轄權的法律審裁處所正式授權的人員外，一概不得透露該
訊息的內容、來源或目標、該訊息的存在及曾接收到該訊息；亦不得保留該訊息的副本或加以利用，或容許其他人抄錄、複製或利用該訊息。
If any message, the receipt of which is not authorized by this licence isreceived, neither the Licensee nor any person using the Station shall makeknown the
contents of any such message, its origin or destination, its existence orthe fact of its receipt to any person except a duly authorized officer of theAuthority or a
competent legal tribunal, and shall not retain any copy or make any use ofany such message, or allow it to be reproduced in writing, copied or made useof.
儀器Apparatus
10. (甲） 發訊儀器須採用令人滿意的頻率穩定法。
(乙） 必須裝有量度頻率及功率的設備，而這些設備必須能夠核證發訊儀器所作的發射是在認許的頻帶及功率限制範圍內。
(a) A satisfactory method of frequency stabilization shall be employed inthe transmitting apparatus.
(b) Equipment for frequency and power measurement shall be providedcapable of verifying that the transmitting apparatus is operating withemissions within
the authorized frequency bands and power limits.
11. (甲） 組成該電台的儀器，在設計、構造、維修及使用上，須使該電台的使用不會導致對其他業餘電台、或任何其他獲正式發牌或認許的無線電通訊造成不必要的干擾。
(乙) 在任何時間，必須採取一切預防措施，以避免過度的調制，而對所使用的發射類別，亦須盡可能將輻射能量局限在最窄的頻帶內。諧波輻射及其他雜散發射尤須壓
制至不會干擾任何無線電通訊的水平。此外，須不時進行測試，以確保符合本段的要求。
(a) The apparatus comprised in the Station shall be so designed,constructed, maintained and used that the use of the Station does not cause anyundue
interference to other amateur stations, or any other duly licensed orauthorized radiocommunications.
(b) At all times, every precaution shall be taken to avoidover-modulation, and to keep the radiated energy within the narrowest possiblefrequency bands having
regard to the class of emission in use. In particular, the radiation ofharmonics and other spurious emissions shall be suppressed to such a level thatthey
cause no interference to any radiocommunications. Tests shall be carriedout from time to time to ensure that the requirements of this paragraph aremet.
12. 天線的裝設及維修須符合良好的工程標準，以免對附近的人或財物造成不能接受的危險。
An aerial shall be installed and maintained to good engineering standardso as not to pose unacceptable risks to persons or property in the vicinity.
操作紀錄Record of Operation
13. 該電台的操作紀錄須以局長在附表1備註所訂明的格式及方式備存。
A record of operation of the Station shall be kept in the format andmanner stipulated by the Authority in Notes to the Schedule 1.
電台呼號Callsign
14. 操作該電台時，本牌照所授予的電台呼號須依照局長在附表１備註所訂明的程序使用。
When the Station is operated, the call sign assigned under this licenceshall be used in accordance with the procedure stipulated by the Authority inNotes to the
Schedule 1.
檢查及關閉Inspection andclose-down
15. 在任何合理時間，該電台、本牌照及操作紀錄均須讓局長所正式授權的人員檢查。
The Station, this licence and the record of operation shall be availablefor inspection at all reasonable times by duly authorized officers of theAuthority.
16. (甲） 本牌照或局長所發給的本牌照複本，須備存於裝設該電台的每一個固定地點、船隻或水上航行器，以便局長所正式授權的人員作出要求時，可提供查閱。
(乙) 持牌人須將由局長發出的顯示該電台已領牌的標紙或文件－
(i） 展示在裝設該電台的車輛的擋風玻璃上；或
(ii） 張貼在手提儀器上。
(a) This licence, or its duplicate issued by the Authority, shall beavailable for inspection upon request by duly authorized officers of theAuthority at each fixed
location, vessel or watercraft where the Station is installed.
(b) The Licensee shall -
(i) display on the windscreen of a vehicle in which the Station isinstalled; or
(ii) affix on a portable apparatus,
such disc or document issued by the Authority showing the fact that theStation is licensed.
17. 該電台如對其他正式獲發給牌照或獲認許的無線電通訊造成不必要的干擾，在獲局長授權的人作出要求時，該電台必須關閉。
The Station shall be closed down on the demand of a person acting underthe authority of the Authority when undue interference is being caused to otherduly
licensed or authorized radiocommunications.
釋義Interpretation
18. 在本牌照內－
“私人訊息”並不包括商業事務的訊息；
“訊息”及“訊號”包括電話、視覺通訊、數碼通訊及電報；
“電信公約 (TelecommunicationConvention)”指當時適用於香港的任何《國際電信公約》及增補於該公約的《無線電規則》。
In this licence -
"messages about matters of a personal nature" does not includemessages about business affairs;
"messages" and "signals" include telephony, visualcommunication, digital communication and telegraphy;
"the “Telecommunication Convention” (電信公約)" means anyConstitution and Convention of the International Telecommunication Union, andthe Radio
Regulations which complement thereto, which for the time being applies to Hong Kong.
其他Others
19. 持牌人以及持牌人憑本牌照而獲授權設置及使用的電台的所有操作人員，均須遵守及符合 “電信公約”(Telecommunication Convention) 的有關條文。
The Licensee and all persons operating any stations which the Licensee isauthorized by this licence to establish and use shall observe and comply withthe
relevant provisions of the “Telecommunication Convention”(電信公約).
20. (甲) 本牌照的有效期為局長在發出本牌照時決定和公布適用於業餘電台牌照的期間。
(乙) 持牌人須繳付當其時由局長不時決定和公布適用於業餘電台牌照的費用。
(丙) 局長可在發出日期後，藉向持牌人送達書面通知，在任何時間撤銷本牌照或更改本牌照的條款、條文或限制。根據本條作出的通知可即時生效或於該通知所指明的
較後日期生效。
(a) This Licence shall be valid for such period as determined andpublished by the Authority to be applicable to Amateur Station Licence at thetime of the issue of this licence.
(b) The licensee shall pay the fees applicable to Amateur Station Licenceas may from time to time be determined and published by the Authority.
(c) The Authority may at any time after the date of issue revoke thisLicence or vary the terms, provisions or limitations thereof by a notice inwriting served on the Licensee. Any
notice given under this clause may take effect forthwith or on suchsubsequent date as may be specified in the notice.
21. 本牌照不得轉讓。
This licence is not transferable.
22. 本牌照、局長所發給的本牌照複本或顯示該電台已獲發給牌照的任何標紙或文件，須在本牌照期滿或撤銷後交回局長。
This licence or its duplicate issued by the Authority or any disc ordocument issued by the Authority showing the fact that the Station is licensedshall be returned
to the Authority when this licence has expired or been revoked.
23. 持牌人曾獲發給的有關該電台的牌照，不論牌照的名稱，現均予以撤銷。
Any licence, however described, which has previously been granted to theLicensee in respect of the Station is hereby revoked.
24. 局長可酌情發表持牌人的姓名及地址﹐除非持牌人明確要求不要發表。
The Authority may publish the Licensee's name and address at hisdiscretion unless the Licensee specifically asks that this should not be done.
25. 所傳送或接收的內容如享有版權，本牌照並不授權持牌人作出任何侵犯版權的行為。
This licence does not authorize the Licensee to do any act which is aninfringement of any copyright which may exist in the matter sent or received.
26. 持牌人－
(甲） 須在切實可行範圍內盡快將其通訊地址的更改以書面通知局長；及
(乙）須在（甲）段及一般條件第２（丙）條所提及的任何更改生效時，將本牌照及附表交回局長修改。
The Licensee -
(a) shall give notice, as soon as practicable, in writing to the Authorityof any change of his address for correspondence; and
(b) shall return this licence and the Schedules to the Authority foramendment when any of the changes mentioned in paragraph (a) or GeneralCondition 2(c)
have been effected.

在填寫此表格前，請先閱讀以下附註和在電訊管理局網頁上的「申請業餘電台牌照指引」。
Please read the notes below and the "Guidelines for Application of Amateur Station Licence" in the OFTA website before completing this

1. 此表格的所有有關項目均須詳細填寫。每次申請只能用一張表格。
2. 填妥的表格，應連同在甲項所述的社團註冊文件及負責人的香港身份證/護照副本，和在丙欄所列監督人的業餘
電台牌照和操作授權證明副本，交往香港灣仔皇后大道東213號胡忠大廈26 字樓電訊管理局。
3. 辦公時間爲星期一至五上午八時三十分至下午十二時三十分及下午一時三十分至下午五時四十五分，星期六、日
及公衆假期休息。如有任何查詢請電 2961 6772。
4. 牌照費為壹佰伍拾元正。繳費時請用現金或抬頭人為「電訊管理局」的劃線支票。
5. 業餘電台牌照 (社團操作) 將會以社團名稱登記，社團負責人應確保操作符合發牌規定。

2. The completed form together with the photocopies of official registration document, Hong Kong Identity Card(s) or passport(s) of the

3. The opening hours are 8:30 am to 12:30 pm and 1:30 pm to 5:45 pm Monday to Friday. Office closed on Saturday, Sunday and Public

4. The licence fee is HK$150. Payment shall be made by cash / crossed cheque payable to "Office of the Telecommunications
Authority".
5. The licence for the club operation, when granted, would be issued in the registered name of the club. Hence the person(s)
responsible for the club shall also be the person(s) responsible to ensure that all the licensing conditions are complied with.

業餘無線電業務在香港的運作
1 . 通則
1 . 1 在香港擁有及使用無線電儀器均受《電訊條例》（ 香港法例第1 0 6
章） 的規定所管制。根據該條例， 業餘無線電操作者如欲管有及
操作業餘電台， 必須持有由電訊管理局局長（ 「電訊局長」） 所
簽發的業餘電台牌照及「操作授權證明」， 並須遵守其中所載條
件。根據該條例第8 ( 1 ) ( b ) 條， 如未持有有效牌照而管有或使用任
何無線電通訊器具， 即屬違法：
• 一經循簡易程序定罪， 可被罰款5 0 , 0 0 0 元及監禁2 年； 及
• 一經循公訴程序定罪， 可被罰款1 0 0 , 0 0 0 元及監禁5 年。
1 . 2 業餘電台牌照由牌照、一般條件、特別條件及兩個附表組成。附
表1 列明准許使用的頻帶、發射類別及最大功率。附表2 列出無
線電器具及電台地點的詳情。請分別參閱附件B 1 和B 2 有關業餘
電台牌照和「操作授權證明」的樣本。
2 . 申請牌照
2 . 1 就持牌人而言， 業餘電台牌照亦可分為：
( A ) 業餘電台牌照
此牌照是發給具備發牌條件的個人。
( B ) 業餘電台牌照( 社團操作)
此牌照是發給在香港正式註冊的會社、社團、聯會、學校等。
會員或學生在操作業餘電台時必須由一名持有業餘電台牌照
者（ 同時是該會社或社團的其中一名負責人） 在場直接監督
下進行。該牌照是以會社的名義發出。會社的負責人亦須確
保該會社遵守所有牌照條件。
( C ) 中繼牌照
此牌照是分開發給持有業餘電台牌照者所設立的中繼電台。
在設立任何中繼電台之前， 負責者必須先取得電訊管局長的
批准。

2 . 2 發牌條件
( A ) 業餘電台牌照
申請人須持有其中一項文件：
( i ) 電訊局長發出的香港業餘無線電考試證書；
( i i ) 證明申請人已在獲電訊局長承認的本地機構所舉辦的業
餘無線電考試中取得及格成績的文件；
( i i i ) 倫敦城市工聯會的業餘無線電考試證書； 或
( i v ) 由其他行政當局發出並獲電訊局長承認為等同香港業餘
電台牌照資格的業餘電台牌照。
( B ) 業餘電台牌照（ 社團操作）
( i ) 必須為在香港合法註冊的社團或會社；
( i i ) 社團或會社的業餘無線電台負責人必須持有有效的業餘
電台牌照和業餘電台操作授權證明。
2 . 3 申請程序
業餘電台牌照申請指引及有關的申請表格可在電訊管理局網頁
（ http://www.ofta.gov.hk） 的服務概覽� 怎樣申請（ 牌照） 欄下載。業
餘電台牌照及操作授權證明的申請須送交發牌分組辦理， 地址為：

2 . 4 牌照的有效期
業餘電台牌照的有效期為一年， 由發出日期起計。如持牌人在每
年發牌周年日或之前向電訊局長繳付續牌費用， 該牌照則繼續有
效。未持有有效牌照而管有或使用無線電儀器， 即屬違法， 有可
能被檢控。
3 . 「操作授權證明」
3 . 1 「操作授權證明」是以卡片形式向持有業餘電台牌照者及� 或持
有認可業餘無線電證書者簽發的授權文件。「操作授權證明」授
權持卡者在取得個別電台持牌人的同意下， 在香港操作持牌業餘
電台。當持卡者於戶外操作持牌流動及手提業餘無線電儀器時，
若遇到警務人員查問， 「操作授權證明」是一份有用的身份識別
文件。
3 . 2 申請「操作授權證明」
申請人須將填妥的表格， 並連同表格所指明的佐證文件的原本及
副本及所需費用親自送交第2 . 3 段所述的地址。
3 . 3 「操作授權證明」的有效期
「操作授權證明」在下列情況下有效：
( A ) 發出日期起計的五年內及在屆滿後可予續發； 或
( B ) 直至持牌人申請將之撤銷。
4 . 呼號
4 . 1 每個業餘無線電台必須有一個用作識別的電碼稱為呼號， 當操作
電台時， 電台的呼號需於每隔一段短時間便發送一次。使用電台
呼號可讓電訊局長及海外有關機構識別發送來源， 以便在出現干
擾時採取改善措施。根據《國際無線電規則》， 業餘電台呼號是
由一或兩個字母加一個數字及隨後最多三個字母組成。
4 . 2 香港業餘電台呼號
香港以前所使用的業餘電台呼號以V S 6 開始。自一九九三年八月
起， 當局已停止指配V S 6 系列呼號， 而開始使用V R 2 系列。

4 . 3 香港的呼號形式如下:
( A ) V R 2 後面加上由 ' U ' 至 ' Z ' 其中的一個英文字母和最後再由任
何兩個英文字母所組成 ( 供所有申請人選擇) 。
( B ) V R 2 後面加上 ' A ' , ' B ' 或 ' C ' 其中的一個英文字母和最後再由
任何兩個英文字母所組成 ( 供本地「莫爾斯電碼」測試及格 ( 每
分鐘5 組字) 的申請人選擇) 。
( C ) 兩個英文字母由 ' A A ' 至 ' W Z ' 前面加上 V R 2 而組成 ( 供本地
「莫爾斯電碼」測試及格 ( 每分鐘1 2 組字) 的申請人選擇) 。
4 . 4 由於可供使用的業餘電台呼號數目有限， 已經被取銷的呼號在經
過一段時間之後可能重新配給新業餘無線電操作者使用。
5 . 承認外國業餘電台牌照
5 . 1 下列多個國家簽發的業餘電台牌照會在參照其本國的操作權利的
情況下被承認作簽發香港業餘電台牌照。

6 . 與中國內地的互認安排
6 . 1 中國無線電運動協會( 無線電運動協會) ， 中國信息產業部 ( 信息
產業部) 及電訊管理局已就兩地的業餘無線電操作簽訂互認安
排。此安排使擁有香港業餘電台牌照的香港永久性居民身份證持
有人可以申請中國內地操作證書及電台執照， 以便他們在中國內
地旅遊和逗留時進行業餘無線電活動。同樣地， 內地的業餘無線
電愛好者在成功向電訊管理局申請「操作授權證明」/ 業餘電台牌
照後， 也可在港操作。詳情請參閱電訊管理局網站內服務概覽/
業餘無線電服務欄內的「互認安排」分欄。
7 . 參與歐洲郵政和電訊行政會議（ C E P T ） 第 T / R 6 1 - 0 2 號建議書
7 . 1 香港已參與歐洲郵政和電訊行政會議（ C E P T ） 第 T / R 6 1 - 0 2 號建
議書。建議書規定， 由電訊管理局局長簽發的香港業餘無線電證
書（ H K R A C ） 的持有人將被視為具備該C E P T 建議書的參與國家
的同等資格。根據這項安排， H K R A C 的持有人到訪所有參與國家
時， 將可申請業餘電台牌照以便在這些國家操作業餘設備， 此等
國家的業餘電台持牌人在港亦可享有同等待遇。詳情請參閱電訊
管理局網站內服務概覽/ 業餘無線電服務欄內的「互認安排」分欄。
8 . 訪港的內地和外國業餘無線電操作者
8 . 1 持有獲電訊局長承認的有效內地或外國業餘電台牌照的訪港人士
如欲在香港操作持牌業餘無線電儀器， 必須首先申請「操作授權
證明」。此外， 如該訪港人士欲設立及維持自己的電台， 他必須
同時申領香港業餘電台牌照。
8 . 2 指配給持有「操作授權證明」及� 或香港牌照的訪港業餘無線電
操作者的呼號為：
( A ) 持有香港身分證的訪港業餘無線電操作者將在V R 2 系列獲指
配一個本地呼號。
( B ) 未持有香港身分證而在香港作短暫逗留的訪港業餘無線電操
作者在香港操作業餘無線電器材時， 須在其國家發給的呼號
前面加上「V R 2 / 」。
8 . 3 或者， 如訪港的業餘無線電操作者並無持有「操作授權證明」或
持有現時未獲香港承認的業餘電台牌照， 可在業餘電台持牌人在
場直接監督下操作業餘電台。

業餘電台牌照條件和附表釋義
1 . 總論
下文將解釋業餘電台牌照的條件和附表， 以助持牌業餘無線
電操作者按照牌照的規定， 妥善設置和維持他們的業餘電
台。所用詞彙的定義列於下文。然而， 這些詞彙未必適用作
為任何其他用途-
業餘業務 ─ 供業餘無線電愛好者進行自我訓練，相互通訊和
技術研究的無線電通訊業務。業餘無線電愛好者係指經正式
批准的， 對無線電技術有興趣的人， 其興趣純係個人愛好而
不涉及謀取利潤。
衛星業餘業務 ─ 利用地球衛星上的空間電台， 進行與業餘
業務相同用途的無線電通訊業務。
海上 ─ 香港潮域或境內海域或國際水域。
緊急服務 ─ 香港警務處、消防處和醫院管理局等政府部
門。
有害干擾 ─ 危害無線電導航或其他業務的正常進行， 或嚴
重地損害、阻礙、或一再阻斷按照有關政府規定運營的無線
電通訊業務的干擾。
陸上電台 ─ 屬於移動業務不是供移動中使用的電台。
牌照 ─ 電訊管理局局長(下稱「局長」)發出的業餘電台牌
照
持牌人 ─ 持有局長發出的有效業餘電台牌照的人士。
海上移動電台 ─ 海上移動業務中的移動電台。
移動電台 ─ 屬於移動業務供在移動中或在非指定地點停

1 . 1 業餘人士可自由選用專為業餘業務而設的無線電設備。此
外， 只要遵照牌照和牌照附表內註明的規定和限制， 業餘人
士亦可自行設計和製造無線電設備。
1 . 2 任何人士如欲將任何無線電發射設備輸入香港， 須先向電訊
管理局局長申領入口許可證， 否則該等設備或會被海關人員
扣管。遞交許可證的申請書時， 申請人應提供有關該等設備
的製造商、型號和操作頻帶的詳細資料。領取許可證須繳費
用， 申請書請寄交：

2 . 無線電商和無線電商牌照
無線電商為經營有關能產生和發射無線電波的無線電通訊
器材或物料或其任何配件的買賣或業務之人士。根據電訊條
例， 這類無線電商必須領牌。目前， 可供申領的無線電商牌
照有兩種，分別是無線電商(限制)牌照和無線電商(放寬限制)
牌照； 前者容許持牌人擁有和經營有關無線電通訊器材或物
料的買賣或業務， 惟有關發射器材或其配件的買賣或業務則
在禁止之列， 但後者不在此限。業餘人士只應與適合的無線
電商買賣無線電設備。
