現根據本牌照所載的條件獲得發給牌照以－
(甲） 管有、設置及維持一個用作無線電通訊的業餘發訊及收訊電台（以下稱為“該電台”）；
(乙） 作為持牌人進行自我訓練的一部份，透過發送及接收下列訊息及訊號，使用該電台與其他業餘電台進行通訊－
(i) 與持牌人或其通訊人直接有關的私人訊息；
(ii) 構成發送上述訊息的一部份或與之有關的訊號（並非密碼或暗碼）。
一般條件
使用的限制 1. 該電台只可使用電訊管理局局長（以下稱為“局長”）在附表１所認許的發射類別、功率及頻帶。
2. (甲） 持牌人可根據局長在附表２所指明，將該電台－
（i） 長久或臨時設置於一個固定地點；
（ii） 設於香港境內的車輛上；
（iii） 設於在香港註冊或領牌的船隻或水上航行器上；或
（iv） 以手提方式設於香港境內。
(乙） 持牌人不得將該電台設於飛機或其他航空器上。
(丙） 持牌人在未徵得局長同意前，不得更改附表２所指明的電台地點。
(丁） 附表１及附表１備註內所列的細節如有任何更改，持牌人須在該細節更改後72小時內，用局長指定的表格，以書面通知局長。
(戊） 持牌人須在符合局長在附表１及附表１備註內所訂的限制下，設立該電台。
3. (甲) 在香港以外的國家或領域的管轄範圍內，不得進行移動式的操作，但如獲得該國家或領域的主管當局的許可，則屬例外。
(乙） 當船隻或水上航行器在國際水域時，持牌人只可使用根據 “電信公約” (Telecommunication Convention) 經分配給該船隻或航行器所處區域內的業餘業務的頻帶。
4. 持牌人須確保只有經他認許的人，才可操作該電台。持牌人須確保在任何時間內，操作該電台的人員均遵守本牌照的條款、規定及限制。

5. 本牌照並不授權任何人使用該電台－
(甲）作商業、廣告或宣傳用途；或
(乙）發送（持牌人或與持牌人通訊的人以外的）其他任何人或組織的消息或訊息，或代表這些人或組織發送消息或訊息、或為了這些人或組織的利益或資訊而發送消息或
訊息，但如事前取得局長書面同意者，則屬例外。
6. 雖有一般條件第５（乙）條的規定，並在符合１９７９年世界無線電行政大會第６４０號決議的限制下，持牌人可使用該電台，在附表１所訂明的頻帶內，作國際性救災
通訊。
7. (甲） 除非事先獲得局長書面同意，持牌人不得傳送（除最初呼叫外）其他持牌業餘無線電操作者可以普遍接收的訊息，訊息只可傳送給－
(i) 個別持牌業餘無線電操作者；或
(ii) 持牌業餘無線電操作者的團體，但必須與任何其中一個團體內最少一名持牌業餘無線電操作者先行建立通訊。
(乙) 與香港以外的電台通訊時，持牌人須將訊息用明語電文傳送，並限於有關測試的技術性訊息及個人情況的述說。
(丙) 持牌人不得發送音樂、公共廣播或演辭。
8. 該電台不得發送令人厭惡的､淫褻的或不雅的訊息。
9. 如果接收到未經本牌照授權接收的訊息，持牌人或任何使用該電台的人除對局長所正式授權的人員或具有適當管轄權的法律審裁處所正式授權的人員外，一概不得透露該
訊息的內容、來源或目標、該訊息的存在及曾接收到該訊息；亦不得保留該訊息的副本或加以利用，或容許其他人抄錄、複製或利用該訊息。
儀器 Apparatus
10. (甲） 發訊儀器須採用令人滿意的頻率穩定法。
(乙） 必須裝有量度頻率及功率的設備，而這些設備必須能夠核證發訊儀器所作的發射是在認許的頻帶及功率限制範圍內。
11. (甲） 組成該電台的儀器，在設計、構造、維修及使用上，須使該電台的使用不會導致對其他業餘電台、或任何其他獲正式發牌或認許的無線電通訊造成不必要的干擾。
(乙) 在任何時間，必須採取一切預防措施，以避免過度的調制，而對所使用的發射類別，亦須盡可能將輻射能量局限在最窄的頻帶內。諧波輻射及其他雜散發射尤須壓制
至不會干擾任何無線電通訊的水平。此外，須不時進行測試，以確保符合本段的要求。
12. 天線的裝設及維修須符合良好的工程標準，以免對附近的人或財物造成不能接受的危險。
操作紀錄 Record of Operation
13. 該電台的操作紀錄須以局長在附表1備註所訂明的格式及方式備存。
電台呼號 Call sign
14. 操作該電台時，本牌照所授予的電台呼號須依照局長在附表１備註所訂明的程序使用。
Ff檢查及關閉 Inspection and close-down
15. 在任何合理時間，該電台、本牌照及操作紀錄均須讓局長所正式授權的人員檢查。
TheStation, this licence and the record of operation shall be available forinspection at all reasonable times by duly authorized officers of theAuthority.
16. (甲） 本牌照或局長所發給的本牌照複本，須備存於裝設該電台的每一個固定地點、船隻或水上航行器，以便局長所正式授權的人員作出要求時，可提供查閱。
(乙) 持牌人須將由局長發出的顯示該電台已領牌的標紙或文件－
(i） 展示在裝設該電台的車輛的擋風玻璃上；或
(ii） 張貼在手提儀器上。
(a) Thislicence, or its duplicate issued by the Authority, shall be available forinspection upon request by duly authorized officers of the Authority at eachfixed
location,vessel or watercraft where the Station is installed.
(b) TheLicensee shall -
(i)display on the windscreen of a vehicle in which the Station is installed; or
(ii) affixon a portable apparatus,
such discor document issued by the Authority showing the fact that the Station islicensed.
17. 該電台如對其他正式獲發給牌照或獲認許的無線電通訊造成不必要的干擾，在獲局長授權的人作出要求時，該電台必須關閉。
TheStation shall be closed down on the demand of a person acting under theauthority of the Authority when undue interference is being caused to otherduly
licensedor authorized radiocommunications.

釋義 Interpretation
18. 在本牌照內－
“私人訊息”並不包括商業事務的訊息；
“訊息”及“訊號”包括電話、視覺通訊、數碼通訊及電報；
“電信公約 (Telecommunication Convention)”指當時適用於香港的任何《國際電信公約》及增補於該公約的《無線電規則》。
In thislicence -
"messagesabout matters of a personal nature" does not include messages aboutbusiness affairs;
"messages"and "signals" include telephony, visual communication, digitalcommunication and telegraphy;
"the“Telecommunication Convention” (電信公約)"means any Constitution and Convention of the International TelecommunicationUnion, and the Radio
Regulationswhich complement thereto, which for the time being applies to Hong Kong.
其他 Others
19. 持牌人以及持牌人憑本牌照而獲授權設置及使用的電台的所有操作人員，均須遵守及符合 “電信公約” (Telecommunication Convention) 的有關條文。
TheLicensee and all persons operating any stations which the Licensee isauthorized by this licence to establish and use shall observe and comply withthe
relevantprovisions of the “Telecommunication Convention”(電信公約).
20. (甲) 本牌照的有效期為局長在發出本牌照時決定和公布適用於業餘電台牌照的期間。
(乙) 持牌人須繳付當其時由局長不時決定和公布適用於業餘電台牌照的費用。
(丙) 局長可在發出日期後，藉向持牌人送達書面通知，在任何時間撤銷本牌照或更改本牌照的條款、條文或限制。根據本條作出的通知可即時生效或於該通知所指明的
較後日期生效。
(a) ThisLicence shall be valid for such period as determined and published by theAuthority to be applicable to Amateur Station Licence at the time of the
issue ofthis licence.
(b) Thelicensee shall pay the fees applicable to Amateur Station Licence as may fromtime to time be determined and published by the Authority.
(c) TheAuthority may at any time after the date of issue revoke this Licence or varythe terms, provisions or limitations thereof by a notice in writing served
on theLicensee. Any notice given under this clause may take effect forthwith or onsuch subsequent date as may be specified in the notice.
21. 本牌照不得轉讓。
Thislicence is not transferable.
22. 本牌照、局長所發給的本牌照複本或顯示該電台已獲發給牌照的任何標紙或文件，須在本牌照期滿或撤銷後交回局長。
Thislicence or its duplicate issued by the Authority or any disc or document issuedby the Authority showing the fact that the Station is licensed shall bereturned
to theAuthority when this licence has expired or been revoked.
23. 持牌人曾獲發給的有關該電台的牌照，不論牌照的名稱，現均予以撤銷。
Anylicence, however described, which has previously been granted to the Licenseein respect of the Station is hereby revoked.
24. 局長可酌情發表持牌人的姓名及地址﹐除非持牌人明確要求不要發表。
TheAuthority may publish the Licensee's name and address at his discretion unlessthe Licensee specifically asks that this should not be done.
25. 所傳送或接收的內容如享有版權，本牌照並不授權持牌人作出任何侵犯版權的行為。
Thislicence does not authorize the Licensee to do any act which is an infringementof any copyright which may exist in the matter sent or received.
26. 持牌人－
(甲） 須在切實可行範圍內盡快將其通訊地址的更改以書面通知局長；及
(乙） 須在（甲）段及一般條件第２（丙）條所提及的任何更改生效時，將本牌照及附表交回局長修改。
TheLicensee -
(a) shallgive notice, as soon as practicable, in writing to the Authority of any changeof his address for correspondence; and
(b) shallreturn this licence and the Schedules to the Authority for amendment when anyof the changes mentioned in paragraph (a) or General Condition 2(c)
have beeneffected.
特別條件
SPECIAL CONDITIONS
1. (甲） 持牌人必須持有電訊管理局局長所發出的批准文件，准許其擔任無線電通訊業餘電台的操作人員。
(乙） 除（丙）段所指者外，電台必須祇可由持牌人操作，或在持牌人在場及直接監督的情況下由他人操作。
(丙） 電台亦可由一名獲持牌人認許的人操作，而該人必須持有電訊管理局局長所發出的批准文件，准許其擔任業餘電台的操作員。
1. (a) TheLicensee shall possess the written permission of the Authority to fill theposition of operator of an amateur station.
(b) Saveas otherwise provided in paragraph (c), the Station shall be operated only bythe Licensee, or in the presence of and under the direct supervision of the
Licensee.
(c) TheStation may also be operated by a person authorized by the Licensee in thatbehalf and possessing the written permission of the Authority to fill the
positionof operator of an amateur station for radiocommunications.

NOTES TO THE SCHEDULE 1
(1) 頻率劃分
(甲）主要業務︰－ 在對任何其他認可的主要業務不構成干擾的條件下，一個頻帶可以劃分給業餘業務和�或衛星業餘業務作主要業務之用。
(乙）次要業務︰－ 在下列條件下，一個頻帶可以劃分給業餘業務和�或衛星業餘業務作次要業務之用︰－
（i） 不得對已經指配或將來可能指配頻率的主要業務或許可業務電台產生干擾，
（ii） 不得要求保護不受來自已經指配或將來可能指配頻率的主要業務或許可業務電台的干擾，和
(丙）應急通訊︰－ 遇有天災時，非業餘電台亦可使用劃分作業餘業務之用的3.5、7.0、10.1、14.0、18.0、21.0、24.8及144MHz的頻帶，以配合災區的國際應急通訊需要。
Frequency Allocation
(a)Primary:- A frequency band is allocated to the amateur and/or amateur satelliteservice on a primary basis on condition that no interference is caused to
any otherauthorized service on a primary basis.
(b)Secondary:- A frequency band is allocated to the amateur and/or amateursatellite service on secondary basis on condition that :-
(i) nointerference is caused to stations of primary or permitted services to whichfrequencies are already assigned or to which frequencies
may beassigned at a later day,
(ii) noprotection can be claimed from interference from stations of primary orpermitted services to which frequencies are already
assignedor to which frequencies may be assigned at a later day, and
(c)Emergency Communications:-
The bandsallocated to the amateur service at 3.5, 7.0, 10.1, 14.0, 18.0, 21.0, 24.8 and144 MHz may, in the event of natural disasters, be used
bynon-amateur stations to meet the needs of international emergencycommunications in the disaster area.
(2) 發射類別
根據國際電信聯盟（國際電聯）所出版的無線電規則，發射類別是以每組三個的字符加以標識。此處所界定的發射類型是根據第三個字符劃分的。
(甲) 連續載波（CW）﹕於主載波上以開�合鍵調幅方式並供人工收聽接收的發射類別。
莫爾斯電報︰採用任何以「Ａ」作結的發射類別並供人工收聽接收的莫爾斯電報技術。
話音通訊︰採用任何以「Ｅ」作結的發射類別的話音通訊。
電視︰採用任何以「Ｆ」作結的發射類別的電視。此類型只可在１GHz以上的頻段中使用。
無線電電傳印字機 (RTTY)︰採用任何以「Ｂ」作結的發射類別的自動接收的電報技術，包括使用國際電報電話諮詢委員會的任何認可密碼的電傳印字機，以及供自動
接收的莫爾斯報。
數據︰採用任何以「Ｄ」作結的發射類別的數據。無線電規則規定不同國家的業餘電台互發訊息時，須使用明語。因此所有發射均只可使用國際電報電話諮詢委員會的
認可密碼（使用明語）。
圖文傳真︰採用任何以「Ｃ」作結的發射類別圖文傳真。
慢掃描電視︰在窄帶寬中採用任何以「Ｆ」作結的發射類別的電視。
(乙) 同時採用以上任何發射類型的組合，例如電話技術和數據，以「Ｗ」作結的發射類別。
(丙) 脈衝︰採用任何以「Ｐ」作結的發射類別的脈衝。此類型只可在1 G H z 以上的頻帶中使用。
Class of Emission
Under theRadio Regulations published by the International Telecommunications Union (ITU)classification of emissions are designated by groups of three
characters.The types of emissions defined here are grouped according to the thirdcharacter.
(a)Continuous Wave (CW) : Amplitude-modulated transmission by on/off keying themain carrier intended for aural reception.
Morse :Morse telegraphy intended for aural reception using any classes of emissionending in A.
Telephony: Telephony using any classes of emission ending in E.
Television: Television using any classes of emission ending in F. This may only be usedin frequency bands above 1 GHz.
RadioTeleprinter (RTTY) : Automatic telegraphy using any classes of emission endingin B. This includes teleprinters using any ITU-T recognized codes,
and morsetelegraphy intended for automatic reception.
Data  ata using any classes of emission ending in D. The Radio Regulations requirethat transmissions between amateur stations in different countries shall
be inplain language. All transmissions shall therefore be restricted to using ITU-Trecognized codes (in plain langauge).
Facsimile: Facsimile using any classes of emission ending in C.
Slow ScanTelevision (SSTV) : Television operating in a narrow bandwidth using anyclasses of emission ending in F.
(b)Simultaneous use of combinations of any of the preceding types of transmission,e.g. Telephony and Data, are described as classes of emission ending in W.
(c) Pulse: Pulse using any classes of emission ending in P. This may only be used infrequency bands above 1 GHz.
(3) 功率
(甲) 最大功率是指供應給天線的無線電射頻功率。最大功率會以載波功率規定。對具有抑制、可變或減幅載波的發射，有關功率會在線性的情況下由峰包功率(p.e.p.)決定。
至於脈衝發射，平均功率不得超逾載波功率，而峰值功率則不得超逾為該頻帶所訂定的 p.e.p。
(乙) 144至146MHz頻帶和430至440MHz的劃分頻帶的移動操作，最大有效輻射功率限制為14dBW。而手提式操作，限制為7dBW。
(丙) 5.725 – 5.850 GHz 頻帶的操作，最大等量全向輻射功率限制為6dBW。
(丁) 發射帶寬必須可確保能最有效率地使用有關頻譜︰一般來說﹐帶寬必須保持在科技及有關業務許可可容許的最低值。若使用帶寬擴展技術，則必須採用符合有效率地使
用頻譜的最低頻譜功率密度。不過，無論使用何種發射類別，所擬發射佔用的帶寬，須符合在認可頻帶以外不可超過其平均發射功率１％的規定。這１％不包括諧波和
寄生發射所包含的功率。
Power
(a)Maximum power levels refer to the radio-frequency power supplied to theantenna. These levels will be specified by carrier power. For emissions havinga
suppressed,variable or reduced carrier the power shall be determined by the peak envelopepower (p.e.p.) under linear conditions. For pulse emissions the
mean powershall not exceed the carrier power and the peak power shall not exceed thep.e.p. stipulated for that frequency band.
(b) Formobile operation in the frequency band of 144 - 146 MHz and allocated bands inthe 430 – 440 MHz a maximum of 14 dBW erp is permitted. For
portableoperation the corresponding limit is 7 dBW erp.
(c) Foroperation in the frequency band 5.725 - 5.850 GHz, a maximum of 6 dBWequivalent isotropically radiated power (e.i.r.p.) is permitted.
(d) Thebandwidths of emissions shall be such as to ensure the most efficientutilisation of the spectrum : in general this requires that bandwidths be keptat the
lowestvalues which technology and the nature of the service permit. Wherebandwidth-expansion techniques are used the minimum spectral power density
consistentwith efficient spectrum utilisation shall be employed. However whatever classof emission is in use the bandwidth occupied by the intended
emissionshall be such that not more than 1% of the mean power of the transmission shallfall outside of the authorized bands. This 1% does not include the
powercontained in harmonic and spurious emissions.
(4) 無線電引致的意外
(甲) 由於強烈的射頻幅射可能會有害﹐所以下列安全限制適用於人們暴露於該種幅射中的地點︰－

至於脈衝發射，以脈衝寬度平均計算的等效平面波功率密度不得超逾一千乘以上述為有關頻率所訂定的限制，條件是以為時六分鐘平均計算時，所規定的限制本身不會
被超逾而又可免除被射頻灼傷的危險。
(乙) 為避免射頻意外地燃著易燃的空氣，任何油站前的空地範圍內均不得使用三十兆赫以下的流動無線電台。

For pulseemissions, the equivalent plane wave power density as averaged over the pulsewidth shall not exceed 1,000 times the specified limit given above for
thefrequency concerned, provided that the specified limit itself is not exceededwhen averaged over a period of 6 minutes, and hazards of radio-frequency
burns areeliminated.
(b) Toavoid inadvertent ignition of inflammable atmospheres by radio-frequency,mobile radio stations below 30 MHz should not be used in the forecourts of any
petroleumfuelling stations.
(5) 電台呼號
(甲) 每次使用電台時，必須發送牌照第一頁所述的電台呼號。手提式操作須在電台呼號後面加上“/P”；移動操作須在電台呼號後面加上“/M”；水上移動操作須在電台呼
號後面加上“/MM”。
(乙) 在每段發送的開始及結束時必須發出電台呼號以作識別，而每當射頻或發射類別有所改變時，亦須發出電台呼號。若使用電台的時間超過十五分鐘，必須在接著的每十
五分鐘開始之時重覆(以同一方式)電台呼號。
(丙) 若使用電話技術發送電台呼號，可讀出詞首字母與電台呼號的詞首字母一樣的熟悉單字，以確定電台呼號的字母。不過，該等單字不得含有滑稽或不良的意識。
(丁) 若非利用電話技術或莫爾斯電報的方式發送訊號，電台呼號必須清晰可辨。
Call Sign
(a)Whenever the Station is used the call sign mentioned on the first page of theLicence shall be transmitted, provided that the suffix "/P" shall beadded to the
call signfor portable operation, the suffix "/M" added to the call sign formobile operation and the suffix "/MM" added to the call sign formaritime mobile
operation.
(b) Thecall sign shall be sent for identification purposes at the beginning and at theend of each period of sending and whenever the frequency or the class of
emissionis changed. When the period of use exceeds 15 minutes the call sign shall berepeated (in the same manner) at the commencement of each
succeedingperiod of 15 minutes.
(c) Whentelephony is used for sending the call sign the letters of the call sign may beconfirmed by the pronouncement of well-known words of which the initial
lettersare the same as those in the call sign: but words used in this manner shall notbe of a facetious or objectionable character.
(d) Whensending signals in modes other than telephony or Morse telegraphy, the callsign shall be clearly identifiable.
(6) 紀錄
(甲) 持牌人必須保存列明以下資料的永久紀錄︰－
（i） 發訊日期；
（ii） 電台每日首次及最後一次發訊的時間（協調世界時）；
(iii） 頻帶；
（iv） 發射類別；
（v） 功率；
（vi） 彼此已建立通訊的業餘電台牌照的呼號；
（vii） 按照牌照條件第11（乙）條的規定進行測試的詳情。
(乙) 移動和手提式操作無須留存紀錄，但使用低於３０兆赫頻帶操作則除外。
(丙) 不論以何種方式留存紀錄，紀錄所載條目須能予以檢索及製成複製件，以便日後審核。
(丁) 根據牌照條件第15條的規定，持牌人必須由最後載入起計留存有關紀錄至少六個月。
Record
(a) Apermanent record shall be kept by the Licensee showing:-
(i) Dateof transmission;
(ii) Thetimes (in Co-ordinated Universal Time) during each day of the first and lasttransmissions from the Station;
(iii)Frequency band;
(iv) Classof emission;
(v) Power;
(vi) Callsigns of licensed amateur stations with which communications have beenestablished;
(vii)Details of the tests carried out in accordance with General Condition No. 11(b).
(b) Exceptfor operation in frequency bands below 30 MHz, there is no need to keep recordfor mobile and portable operation.
(c)Regardless of how the record is kept, entries in the record should beretrievable and available in hard copies for later inspection.
(d)Pursuant to General Condition No. 15, the Licensee shall keep the record for atleast 6 months from the date of the last entry.
(7) 須予通知的資料
(甲) 根據牌照條件第２(丁)條的規定，若電台資料有任何轉變，持牌人須在該轉變作出後７２小時內通知電訊管理局局長。
(乙) 該些資料包括︰
（i） 所藏有的發送器材的數量，包括所擁有的手提器材（如有）的數量；及
（ii） 每件器材的廠名、型號及機身編號。若持牌人自行製造器材，則須予通知的資料為有關器材可使用的發射類別、頻帶及最大功率。
Particulars to be Notified
(a)Pursuant to General Condition No.2(d), the Licensee shall notify theTelecommunications Authority of any change in his station particulars within 72hours of
suchchange.
(b) Theseparticulars are:-
(i) thequantity of the transmitting apparatus that he has in his possession, includingthe number of portable apparatus (if any); and
(ii) themake, model and serial number of each of these apparatus. In case the Licenseehas constructed his own apparatus, he should notify the classes
of emission, frequency bandsand maximum power with which the apparatus is capable of working.__ |
